This is a highly efficient system of energy
utilization, using the advantage of factory proximity to commercial and
residential areas. The low carbon town project is also contributing to citizens’
greater understanding about a low carbon society, through zero-carbon housing
and commercial facilities. These projects will realize a low carbon society
based on accumulated new technology and know-how.

The City of
Kitakyushu has implemented actions against climate change, with economic
development and job opportunities, such as Kitakyushu Eco-Town, Eco-Premium, International
Cooperation, and so on.
These
actions, based upon positive partnerships among citizens, private enterprise,
academe, and local government, are accomplished by reaching consensus among the
parties concerned, and by cooperative activities. It is also very important for
us to utilize local resources such as those in human and technological areas.
I would like
to emphasize that the relationship between climate change mitigation actions
and economic development is not a trade-off, but is co-beneficial. Action on climate change mitigation leads to
economic development through innovative technology, along with economic
benefits.
In the industrial
sector in particular, such actions will increase competitive power through a variety
of actions including:
1) Low carbon technology
development and supply of low carbon products.
2) Effective utilization of
industrial resources such as potential energy.
3) Efficient management practices
including energy conservation and
renewable
energy utilization.
I believe that
Asian countries and their cities will be able to implement action on climate
change protection with economic development, by introducing a win-win approach
like that of

北九州市は、産業都市として発展する中で激甚な公害を克服した経験を持つ産業都市である。環境改善の成果は、1985年のOECD環境報告書で「灰色のまちから緑のまちへ」と紹介された。 また、北九州市は、気候変動防止のため、「アジア地域の低炭素化」に取り組んでおり、本年７月に日本政府から「環境モデル都市」に選定された。

北九州市の環境問題は、市民と産業界と地方自治体の垣根を越えたパートナーシップで解決され、この仕組みは今も引き継がれている。 北九州市の環境対策の特徴は、経済発展と環境保全が両立するWin-Winなアプローチであることが、世界銀行の調査で示されている。

北九州市は、アジアの環境改善と経済成長のために、蓄積した環境政策・技術等を基に環境国際協力を進めている。これまでに全世界から5,000人以上の研修員を受け入れ、また、アジア各地での環境改善プロジェクトを実施している。また、循環型社会の分野では、日本で最も先端的な取組みである「北九州エコタウン」事業を推進している。現在、リサイクル産業など約40のプロジェクトが進行している。500億円を越える経済投資が行われるとともに、環境負荷削減に大きく貢献している。

北九州市の気候変動対策は、低炭素社会を実現すると同時に経済成長も達成しようとするものである。我々の目標は、
・人々の豊かな暮らしを創出するとともに、経済成長を遂げること。
・二酸化炭素を大幅に削減すること、である。

北九州市は、豊富な産業技術を活用し、太陽光発電、風力発電、廃棄物発電など再生可能エネルギーの導入促進を全市的に進めている。また、工場から生じる副生水素を民生用にも利用するためのパイプラインの敷設等の水素エネルギーの利用の仕組みを進めており、また、廃棄物からのバイオエタノール生成などの技術開発も進めている。 さらに、工場間での排熱などの未利用エネルギーの相互利用を進め、個々の省エネルギーから、民生を含め地域全体としてのエネルギー利用効率を高める「北九州エココンビナート」事業を進めている。これは、同時に生産効率向上や新たな産業創出など経済効果をもたらすものである。

東田グリーンビレッジ事業は、工場と都市再開発用地内の商業施設や住宅が近接している利点を活かし、工場内にLNGコージェネレーションを導入し、電気の大半を商業施設や住宅に送り、熱を工場内で使い、エネルギー利用の高度化を実現した都市開発である。この事業では、CO2の20％削減が図られている。 低炭素街区事業は、都心に隣接した未利用地で、ゼロ・カーボン街区を目標に、市民が低炭素社会を理解できる住宅や商業施設を備えた、先進モデル地区を形成するものである。これらの事業を通じて、新しい技術の開発や推進ノウハウの蓄積を進め、都市全体の低炭素化を実現していく。

人々の意識改革を進めるため、市民団体が先頭に立って、持続可能な開発のための教育(ESD)を展開している。北九州市は、国連大学から、世界のESD拠点に認定された。 経済社会構造の低炭素化を進めるために、CO２排出の少ない製品・サービス等を、市の認定委員会でエコプレミアムとして認定し、普及を進めており、認定されたものは、商業取引において優位性を保つ結果となっている。

気候変動対策においては、成長するアジアの低炭素化の取組みが非常に重要である。経済成長と気候変動対策を両立させるため、北九州市では、これまでも国境を越えた都市同士の環境国際協力で、クリーナー・プロダクション（低公害型生産方式）などの技術移転や人材育成などを行ってきた。 今後、北九州市は、「アジア低炭素化センター」を設置し、気候変動対策が経済発展と両立するWin-Winアプローチをアジア各地に広めていく。
まとめ
このような低炭素社会に向けた総合的な取組みの実施により、地域の産業技術が発展し、低炭素製品開発も推進されるとともに、低炭素都市の実現により、市民の豊かな生活が将来にわたり継続され、北九州市さらにはアジア地域の持続可能な発展につながるものである。

北九州市は、北九州エコタウン、エコプレミアム、環境国際協力など、気候変動対策を経済発展促進や新たな雇用機会創出に結び付ける取組みを進めてきた。
これらの取組みは、産業界、市民、学術機関等との良好なパートナーシップに基づき、関係者の合意形成を進め、協働した取組みを進めることよって達成される。また、効率的・効果的に進めていくためには、人材、技術、など地域の資源を活用することが重要である。
気候変動対策は、都市発展とのトレードオフの関係ではなく、コ・ベネフィット（両立）するものであり、新たな経済利益を生み出す技術革新などを通じ、経済成長を促進できると考えている。
特に産業界においては、①低炭素技術開発、低炭素製品・サービスの提供、②産業資源（未利用エネルギー・資源）の有効活用、③太陽光発電、緑化、グリーンIT等の環境経営（省エネルギー／経済と環境）など付加価値を高め競争力を増大させるものである。
アジア諸国・都市においても、北九州市のようなwin-winのアプローチをとることにより、経済成長を遂げながら気候変動対策が実施可能と考えており、北九州市は、積極的に国際的支援を行っていく。
